Representative Bio
Kieran Jennings is Managing Partner at Siegel Jennings Co., L.P.A. Previously a Certified Public Accountant (CPA), Kieran focuses his practice on real property taxation and general state and local tax litigation. He has successfully tried cases before administrative boards, tribunals, courts, and appellate courts, including the Ohio Supreme Court. Kieran has experience in managing real property tax appeals throughout the U.S. and Canada and assists clients in due diligence property acquisitions, tax planning, and structured agreements between taxpayers and taxing jurisdictions.
Kieran is the Vice President and a member of the Executive Board of the American Property Tax Counsel (APTC), a national organization of which Siegel Jennings is a founding member. Kieran is also on the Board of Directors for the Northern Ohio Chapter of NAIOP. Kieran regularly conducts seminars and workshops on numerous on property tax issues to industry groups like the National Retail Round Table, The Ohio Society of CPAs, Institute for Professionals in Taxation (IPT), International Association of Assessing Officers (IAAO), National Business Institute, and Lorman Education Service.
In 2016, Kieran was awarded the CRE (Counselor of Real Estate) credential by The Counselors of Real Estate, an international group of high-profile real estate practitioners who provide expert advisory services to clients on complex real property and land-related matters. Of the over 150,000 practitioners in commercial real estate today, fewer than 1,100 currently hold the CRE credential.

Representative Bio
Fred Siegel is the founder and managing partner of Siegel Siegel Johnson & Jennings. Fred has over 45 years of experience in state and local taxation having appeared on the behalf of taxpayers before county boards of revision, the Ohio Board of Tax Appeals, and the Ohio Supreme Court. He has had a prominent role in the leading real estate tax cases before the Ohio Supreme Court in the last 50 years.
Fred has been published in law journals and other publications and lectured before bar associations, real estate trade associations, and tax associations, such as the Institute for Professionals in Taxation (IPT) and the Internal Association of Assessing Officers (IAAO). He was employed by the Chief Counsel's Office of the Internal Revenue Service prior to joining various Cleveland firms.
Fred was integral in the founding of the American Property Tax Counsel (APTC), a national professional organization that represents taxpayers across the United States and Canada.

Representative Bio
Victor V. Anselmo joins the firm as a partner in the Cleveland office. He received his BA from the University of Dayton and J.D. from the Cleveland Marshall College of Law. Mr. Anselmo has over twenty years of experience in the field of Ad Valorem property tax litigation and has represented clients in this field at the administrative trial court and appellate levels. Mr. Anselmo was admitted to the Ohio Bar in 1988 and began his career in private practice. In 1990 he became a Magistrate in the Cuyahoga County Court of Common Pleas, Division of Domestic Relations. He returned to private practice in 1991 and has successfully litigated cases before all levels of Ohio courts and administrative tribunals including several jury verdicts of seven figures.
