Ilene Baxt Boorman provides legal representation in the management and appeal of Virginia real estate tax assessments before both the administrative boards and Virginia courts. She has assisted numerous property owners in the appeal and reduction in assessed values of office, retail, industrial, hotel, multi-family, and vacant properties. Her experience includes the appeal of assessments in all Northern Virginia jurisdictions and the greater Richmond and Tidewater areas.
Ilene has taught many seminars and written numerous articles on real estate tax valuation and the management of real estate tax assessments. She co-authored a chapter for The Property Tax Deskbook, published by The American Bar Association. The chapter is entitled “Virginia Real Property Tax.”
She is a member of the Northern Virginia Building Industry Association (NVBIA), Apartment and Office Building Association (AOBA), International Association of Assessment Officers, and the Virginia Association of Assessing Officers. She has served on various committees of both NVBIA and AOBA.
Ilene also provides eminent domain representation throughout Virginia. Some of her recent work focused on condemnation associated with Metro and Wilson Bridge takings.
She is a member of the Commonwealth of Virginia Bar, the D.C. Bar, and a former member of the American Inns of Court.
Ilene is also an active member of the American Property Tax Counsel (“APTC”), an affiliation of leading property tax lawyers and law firms in the United States and Canada.
Ilene holds a Bachelors of Business Administration with an emphasis on finance from the George Washington University and a J.D. from Georgetown University Law Center.

Mark F. Rogers focuses primarily on real estate tax assessment appeals for the firm’s Virginia clients. He regularly appears before the various Boards of Equalization within the Commonwealth on behalf of owners of all property types. Mark has also practiced before various Maryland Property Tax Assessment Appeal Boards and the Maryland Tax Court.
In addition to his experience at Wilkes Artis, Mark spent several years with a large firm in Denver, Colorado where he gained significant experience representing clients in a broad array of leasing, lending, acquisition, disposition and land development and zoning matters. Mark also served as Vice President of Development for a large commercial development company focusing on east coast projects for national retail tenants.
Mark is admitted to practice in Virginia, Maryland, Colorado and the District of Columbia. He is a graduate of Princeton University with an AB in Politics, and a cum laude graduate of the University of Georgia School of Law.
